According to Article 25 of Decree-Law 237/2009:

"Anyone applying for authorization to sell a PUV must have a veterinarian at their service as a technical advisor:

a) Preparing and coordinating all the technical and scientific information relating to the PUVs;

b) Ensure the coordination of information within the National Veterinary Pharmacovigilance System."
